I can only agree about the quality/value of the Downtown. I made the mistake of taking one for a test ride when I had my Xevo400 in for a service and was sold on the whole package. Tried a Beverly 350 at the same time and could not see $2000 more in it over the Kymco product; and the Downtown looked better in my opinion.
After 700 km on my brand new Downtown, my thoughts have only been strengthened! It is smoother around town and has the same pick up on the freeway. It is more nimble, being a little smaller than the Xevo physically and has the same performance. As the motor and suspension free up, it keeps getting better. I look for any excuse to take the bike out for a run and cannot keep the smile off my dial.
My local dealer has the new Xcity and they look pretty good as well. At $2000 less than the Downtown, it would be a tough choice for those who were more city bound. As a country dweller, the extra horses in the Downtown win me out. Supply of the Downtown is short at the moment, obviously the word is starting to spread about the value provided and the word is that the price will rise in the near future
