Piagio Fly 150 - small engine hose

hi, my scoot was sitting for 10 months and wouldn't start. so i took the main big air hose off the carby and sprayed some fuel in and it started no problems.

Problem is some of the hose to the carby were a bit brittle at the connection so i had to cut the fuel line and re attach as it was pissing fuel. that fixed that problem.

immediately to the left of the fuel line is another small hose with an unusual clamp that i can't undo ! the hose is semi broken there to the point i can see the nipple. the scoot runs fine though and i should be able to get it to the shop for the service. also no fuel coming out of this hose. is it a vacuum hose ? i just want to know what this second hose to the carby is and can i run the bike safely with it off ? it is a 2010 model so no fuel injection.

    Thanks
