    Vespa vibration

I recently purchased a 2000 Vespa ET4,125.c.c. which has developed  a vibration/shudder at low speed up to about 20/30kph but is not noticeable at higher speeds, my first thought was the front wheel was out of balance but now I’m wondering if it could be a worn variator belt, as the lady I purchased it from had it for 15 years and I doubt if it has had a new belt fitted. Any suggestions would be appreciated.
