I've lived and ridden scoots & motorbikes (from 50cc to 900cc) in both Melbourne & Sydney.
I believe Sydney cage drivers are "slightly" more aware of scoots & motorbikes than Melbourne drivers, however in general riding I'd prefer to cope with Melbourne cage drivers.

When I lived in Sydney, that happened frequently to me, although I've never had that problem in Melbourne or Christchurch (NZ), but no doubt it probably happens.
I've been known to literally scream abuse at anyone I've caught trying to do that.
